Sounds like a good idea but will probably be impractical and expensive. You couldn't really rely on a doctors certificate from abroad, so you would have to hold them while tests were carried out.

We have known that Aids was originally / primarily an African based problem for over 35 years. It originated in 1950s Congo when it crossed the 'species barrier' from apes to man, one proposed 'pathway' was the eating of 'bush meat' by the native population and then the introduction of male homosexual tourists who were prepared to pay Congolese men for anal sex.
AOG, Aids tests take 3 to 15 days for results! do we make people wait at the airport while the results are processed?
