"even if he didn't sexually harass anyone, he looks like the sort of person who would"
Don't confuse ...
"he looks like the sort of person who would"
With ...
"I think he did"
There are lots of people who "look" like they "would" do something.
It doesn't always mean that they "have" done it.

/// if i have caused any distress, up to and including their requirement to give evidence to the Disciplinary Panel, then i would like to apologise unreseredly for any part I may have played in creating that scenario." ///
/// That doesn't admit to any guilt, ///
Ah but it does though, he is still apologising for any distress caused by these women having to give evidence to the Disciplinary Panel, they themselves went on their own accord.
If he apologises he is admitting that they had cause to go before the Disciplinary Panel, because of his alleged wrongdoings.

One of the things that I must plead guilty to is my constant need to touch someone's arm in a friendly way when I am talking to them, & I suppose in this age of PC I could I suppose be accused of assault. I do not know what exactly Lord Rennard is supposed to have done but I would be happy to apologise to anyone who I have inadvertainly upset.

Completely stupid on all accounts be it Rennard, the Horsefly, or the Party - they should have found a compromise - there are ways of apologising without overtly doing so and that should have come to the fore - such as "I regret if any offence was made; my remarks were not made with serious intent."
As a result of the trench-digging by all sides, they are blowing up the Libdams - but then are we surprised? No.

can't be proven beyond a reasonable doubt, doesn't mean to say he didn't do what he was accused of, this is a very powerful politician, i think the juries out, don;t know about being a perv, looks don't tell you that a person is one, actions generally do -

you have to remember that by and large it's men in politics, and that women who go into it may be considered fair game, and if they don't have the gravitas of say the late Mrs T, or they have lowlier position in the political arena, then they i am sure can fall prey to wandering hands, or worse. It isn't any different in business, why should politics be any different
Lord Rennard should not apolgise for something he hasn't done, and no one is asking him to.
The investigation into his activities found:
// // “..it is clear that he [ Rennard ] did not behave in the way that a Chief Executive should behave. Lord Rennard must reflect on his actions and apologise to the women involved.” //
He should therefore apologise for that.

I think the general concensus is that LR has misbehaved, and I think an apology is appropriate.
I don't agree that he admits guilt by apologising - I think it's just good manners.
We all make mistakes, that's why they put rubbers on the end of pencils.
Saying you have behaved badly, and apologising, is not the end of the world.
LR should be big enough to see past his own reputation, and consider the impact on his party, which is going to last well past the five-minute wonder of the attention he is getting.

Unfortunately Andy civil lawyers suing him would undoubtedly use an apology as a weapon.
I'm not sure if it can be done but maybe an appology along the lines of 'I am sorry for any actions which may have been interpreted as inppropiate by some' would avoid such action?
As things stand though he is innocent, just because some legal person thinks it may be wrong (although not illegal note) does not mean it is. These legal people are not the law.
