I fear for this boys rehabilitati on and the future for the whole family. Blaming ease of access to porn is too simplistic; Growing up in the 80s there was always some lad at school that had found a discarded adult mag and it would be eagerly shared around out of parents/ teachers view. Even at the age of this young lad. Admittedly not as readily available or...

It is not that unusual for a child victim of child sexual abuse to want to see the person who abused them if they also love them as a parent/other member of the family.
We also have no idea of what the family set up is, what kind of counselling or support they've had, what the ages of the friends were that the lad was watching porn with (if they were significantly older then exposing a child to that kind of material is in fact also a form of child sexual abuse), whether the perpetrator has learning difficulties etc... It is massively difficult to form any kind of opinion without any of this information.

emmie, they've read all the reports on the boy which would be extensive, he's been living away from the family since it happened and is still living away from home.
The authorities also know exactly what happened. I suspect this is a single count of oral rape of short duration and touching, with coercion rather than force.

Probably because he will need to be monitored emmie to ensure that he is actually not a risk. If he does go back to live with his family then his sister will also likely be on a child protection plan to ensure her monitoring too and to ensure that her family can adequately protect her, (not just from her brother either).
As disturbing and distasteful as you find it, I think you need to understand that we are not in view of all the facts and you are making assumptions based on nothing.

As far as I can see, from the little evidence that we can read on the news report, the Court has done all that it could, under the circumstances. He's a young boy and needs the correct counselling, help and support. Throwing him into a young offenders unit will only teach him to be a better criminal.
