I can't see that setting up special centres in which immigrants can be vetted for their right to be accepted as legitimate immigrants, simply because those that don't qualify will still take the life threatening risk of crossing the Mediterranean sea.

all European countries must make concerted efforts on this, because if they don't and the EU sits on its hands as it appears to be doing more will die.
they think Europe especially UK is the promised land, and if they have relatives here they will come whatever the stakes.

Sub-Saharan Africa, where fertility rates are among the highest in the world, will account for the majority of the increase. In sub-Saharan Africa, the population is expected to grow from 926 million people to nearly 2.2 billion people.
Africa's population explosion has the potential to zoom past current estimates, said Carl Haub, a senior demographer at the Population Reference Bureau, a Washington-based non-profit group.
“Sub-Saharan Africa has, without a doubt, the greatest population growth potential of any region," said Haub. "The projection today is that it will increase by about two and a half times. But the important thing to remember is that even that projection assumes that the birth ate in sub-Saharan Africa will decrease. And in many of those countries today, it [has] not.”
The Population Reference Bureau report shows that women in sub-Saharan Africa currently average 5.2 children during their lifetime, compared to averages of 1.6 in Europe and 1.9 in North America.
In some African countries, such as Niger, the birth rate is as high as 7.6 children per woman. And even the assumption that this rate will decline steadily over the coming decades, the population of Niger is still expected to nearly quadruple by 2050, according to Haub.
It is simply unsustainable.

Europe cannot (and should not be expected to) absorb the ridiculous numbers of people that are forecast to come from Africa's population explosion. Harsh measures are regrettably necessary to avoid simply transferring all the problems Africa has with its out of control population growth over to Europe (which has enough problems of its own for the same reason).
Firstly, any vessels found in the Mediterranean which are obviously full of illegals should be taken under tow and returned to the North African coast. If the occupants happen to find themselves a few miles from where they embarked (and perhaps in a different country to the one from which they set sail) they will have to cope with the authorities there. They are quite prepared to deal with European countries where they have no right to settle; they can do the same with their African neighbours. Secondly, life must be made extremely unpleasant for anybody that does manage to get to Europe. Those with papers should be returned to their country of origin forthwith with the advice to contact a European embassy there to formalise their arrangements before travelling again. Those that arrive without the correct papers and who cannot readily be sent elsewhere should be housed in secure camps with just the barest of needs for their survival. They should have no access to Europe’s legal system, no access to its education system, no access to healthcare beyond the barest minimum to prevent any suffering and be provided with no cash of any sort (they won’t need any because they won’t be going anywhere to spend it). If word gets round that this is what they face upon arrival (instead of a council house, free medical treatment for their various ailments, education for their many children and spending money) they may be disinclined to attempt to get to Europe, though I doubt it. The issue of claims for asylum should be dealt with whilst they are there, in detention, in the first “safe“ country in which they arrive. Successful applicants (who should be few and far between) should be released and unsuccessful applicants should be detained indefinitely unless they wish to return to their country of origin.
On a wider note if the rest of Europe is daft enough to operate open borders courtesy of the Schengen agreement that is their affair but no attempt should be made to foist any of these illegal entrants on to the UK. Italy in particular is suggesting that all EU nations should share their burden of the huge numbers of migrants landing in southern Italy. This should not be simply resisted, it should be absolutely and unconditionally refused by the UK. We have enough problems dealing with those who stow away on lorries at Calais.
Sorry to appear harsh but if this problem is not tackled by means of harsh measures it will continue and grow rapidly and the people of Europe (who should be the first priority of individual governments and the EU) deserve better. Many parts of Africa are s**holes - always have been, always will be. Life's not very fair but those unfortunate to have been born in those parts will have to get on with it. There is no point in pussyfooting around - doing that has led to the current situation.
