/// Who is burying their head, the one and only question posed in the OP is impossible to answer, even with a Crystal Ball, if you want a debate try starting one! ///
Did I address you personally?
Obviously you know nothing about debating, one enters a leading question attach to a particular news story for others to debate the news story, not to particularly answer the question when no one can state a particular definite answer.
Example:
"BATTLE OF BRITAIN CELEBRATIONS TAKING PLACE ALL OVER BRITAIN".
Question,
"Will there ever become a time when we will ever have to defend these shores again"?

You start off a thread with what is basically a closed question then get the hump when you receive responses that are not condusive to starting a debate!
Generally speaking I can't be bothered debating with you 'cause it always ends up with you trying to browbeat anyone who has a different opinion to yourself into agreeing with you
If you are genuinely interested in quantifying this then I suggest reading this report:

// Police became aware that Hassan was providing a pre-recorded interview to BBC Newsnight on Friday, 24 May and they duly attended and arrested him. //
Why did they wait until Lee Rigby had been murdered before arresting the pair? They were obviously aware of their activities before they let them meet Newsnight. Negligent or incompetitent?

Don't quite follow you Gromit, this is what is put.
*** Prosecutor Riel Karmy-Jones said: 'Police became aware that Hassan was providing a pre-recorded interview to BBC Newsnight on Friday, 24 May and they duly attended and arrested him. ***
*** 'The interview shows him endeavouring to mitigate for the actions of Michael Adebolajo, the murderer of Lee Rigby, due to his having been tortured in Kenya six months before and allegedly harassed by the secret services.***
*** 'However Hassan also makes it plain that if he had known of the planned attack he would have sought to dissuade Adebolajo from it, and that he was horrified by it.' ***
How could they have prevented the killing of Lee Rigby, even if they had arrested them before?

They were not arrested and prosecuted for anything they said on Newsnight. They were arrested for their website that disseminated the terrorist material, which had been in operation before Lee Rigby was murdered.
The police learned (presumably through a phone tap) that they were meeting the BBC. So they took that as a good opportunity to arrest them.
But why only after Lee Rigby was murdered was anything done about the website and the people behind it.

Once again perhaps because of the continuous 'treading on broken glass' syndrome, the present situation between the Home secretary and the Education secretary over extremism, is a prime example.
/// Those around Mr Gove pointed out it was his view that for over a generation there had been a reluctance in Whitehall to confront extremism unless it developed into terrorism - and his criticism did not relate specifically to the current home secretary. ///
/// "They argued about how to define extremism. Mr Gove has long argued that Whitehall is too soft on extremism; that it only confronts people once they've turned to violence; that you should 'drain the swamp' and not wait for 'the crocodiles to reach the boat'. ///
