This goverment?, you must be joking, they are doing all they can to increase the population, John Prescott wants to build in all the green belt areas, all part of their plan to destroy England.
For years, China has tried to enforce the one-child-per-couple law.
But this is a regional problem as Scotlands population is actually decreasing rapidly in typical terms.

Around 1975, the son of the then Indian prime minister Indira Gandhi started a campaign of forced sterilization of young men from slums around Delhi. It was highly controversial and the programme was stopped very quickly by the courts...however a few thousand unlucky men got the snip. No one was prosecuted though.

I think the next step is called bird flu.

Regarding the birth rate, the government are worried we are not having enough children.

Population numbers through immigration (asylum seekers etc) into this country is another story.
