As Gromit said, Kuwait, Quatar and Saudi are the main funders, but that is hard for the West to admit as they don't want their oil dependent societies that survive on credit to crumble.

It is very simple equation. Saudi Arabia is paying money and Americans are selling the weapons to ISIS. CIA, Mossad etc are behind them as USA, and Saudi Arabia wanted them to topple Asad in Syria, Since gulf war in early 90s Saudi Arabia can't do anything against the will of USA.

I do agree with VHG that behind every problem in the world you would find one hand directly or indirectly, and that is American hand.
