By that he meant if you're a gullible fool, one brain cell short of village idiot status then this is the UK lions mastering the toadying EU and the muppets who run it, at immense cost to the UK taxpayer.
In reality, we've crumbled in a tactical withdrawal sense (as opposed to out-and-out surrender) and will indeed be £1.7 billion lighter come 2016.
