well I wouldn't want it to become a tip but a few (whatever the word for an item left behind sort of opposite of souvineer, is) seem harmless enough, especially given that the continual cycle of very hot/very cold would disintegrate most things anyway. They mentioned burying so I guess that's ok.

It isn't ideal but I think it may do more good than harm since governments have been dragging their feet over space ever since the Americans got to the moon and politicians lost interest.
It surely has to be legal, at least under a system where anything not specifically banned is ok. Do we have a trans-world legal system anyway ?
Ideally though, governments should be doing the funding not a select wise few trying to expand the limits for the benefit of all. In which case no such bribe of allowing folk to leave stuff there, need be made.
