agree with sandyRoe, this is Tory infighting; she's distancing herself from any future electoral failure (not necessarily successully, as she holds a senior office of state and will be in line for a share in any blame that's going) and she's getting an anonymous frind to say what she thinks so she still has deniability.
I wouldn't dismiss it as gossip and speculation, though, it does have meaning. The Spectator is one of the Tory Party house organs and candidates use it to woo support (eg former editor B Johnson).
