Should he have been returned to Somalia? Most certainly, yes. But better still if, for various reasons apart from the fact that he is a murderous thug, he had never been allowed to settle here in the first place. But that's hoping for too much.

However the public (who, presumably from its title, were the intended recipients of any protection that may have been offered) could not find out its findings because "the contents of it were confidential."
Leicester may well have provided "more suitable safe, secure and appropriate accommodation" for him and would indeed have given the people of Enfield some respite from his behaviour. But it did not do too much for the people of Leicester.
