I decided to look for this surge on Greater Manchester Police website. There was no mention of it, but there was this

Greater Manchester Police is running an operation with the Community Security Trust* (CST) to help ensure that the local Jewish community can enjoy the most religious period on its calendar.
The High Holy Days begin on Wednesday 24 September, and include the Eve of Rosh Hashanah and the Jewish New Year, Yom Kippur, before ending on Friday 17 October with the festival of Simchat Torah.
There will therefore be additional patrols before and after synagogue services to cover the main pedestrian routes that Jewish people use, and joint foot patrols by police and CST members will be run to deter anti-semitism.
CST’s Northern Regional Director Amanda Bomsztyk added: “At this time of year, CST, with backing from GMP, prioritises that the High Holy Day period will pass peacefully for all of Greater Manchester’s Jewish communities. The increased presence of police officers and CST volunteers offers invaluable reassurance and is integral to Jewish people being able to celebrate the New Year and other festivals. //
