Should Italy be forced to provide a better and more efficient rescue force, or should it be up to the EU?
Money should be no object to this problem, but what should happen if such a rescue force was put into action, the occupants of these flimsy vessels on rescue they should be taken back from whence they came.
After a time these economic refugees would come to realise that paying these ship owners large sums of money was a waste of time, in fact their whole idea of getting to Europe was a waste of time.

They ran it for a year, but stopped it a few months ago. I think Italy feel they've used enough resources. and rescued enough migrants - maybe they feel Rightly IMO) it's someone else's turn.
