Seems rather far fetched, but judging by the brutalities we have seen from this regime I guess anything is possible.

There used to be plenty of stories about the Chinese doing this, but you do need a lot of medical knowledge and skill, as well as the proper means to transport organs very quickly in good condition. So, it is doubtful that they can actually do this, but they can certainly frighten people by threatening to do it. And they do seem to relish their reputation for depraved and shocking behaviour, don't they ?.
