Her parents and others watching on the beach reacted with horror as the yellow inflatable was carried further and further out to sea with the child still sitting atop it. //
Sounds more like a freak accident than neglect. They momentarily looked away and she was gone. Fortunately we have an happy ending.
Children have got swept out to see here in dingys and inflatables. We do not take them into care and prosecute the parents. As in the Turkish case, there is relief and thanks that the incident did not have a tragic end.
