It is all depends in whose airspace the jet was when it was attacked. The Russians have permission to fly in Syria, and the jet crashed in Syria. If it strayed into Turkish airspace, they have a right to shoot it down. It should be relatively easy to determine where it was, military aircraft have very accurate global positioning systems.
Turkey must apologise to Russia immediately.

Yes Peter you could be flying repeatedly over a small maybe narrow bit of forbidden airspace and warned repeatedly to get the hell. Then the eleventh time it wouldn't really matter if the actual shooting too place outside. I think you'd rightly be deemed to be taking the *** and ... Boom!
