It's a little like the scheme of sending all kids to uni with loans that they only need to pay back once they start earning a certain amount. Those who go on to well paid work would have done so anyway and pay more tax; those less capable have no incentive to strive to improve themselves and earn the higher pay.

Madness. On top of the damage she caused we now have to pay for her 'punishment' whilst she has 3 square meals a day in relative comfort.
I'm guessing she's on benefits, easier to just stop those until all damages have been recouped. If she had enough money to pay for a 4 day bender she's obviously getting far too much already.
