El Chapo, Mexican Drug Lord Question.

During the past few days they have been showing film of him being arrested etc, but what I don't understand is, they showed security video of him in his cell escaping down the hole.

I know its Mexico, but if he was such a dangerous criminal, why did nobody notice, or didn't they want to notice?
