There's no implication of an article. The implication is that Muslims say that (male) arabs can not be trusted with women who aren't completely covered. And the question is whether that is correct. I suspect it depends on the individual and how decent a fellow he is. The impression I get is that some have never been taught to control themselves with respect to less covered females and see no reason to do so.

Not that being Arab is significant; that's a racist observation. What makes a certain group a greater danger to women than others is the teachings of Islam and the example of its prophet. This observation is obviously Islamophobe. The observation is demonstrably true nonetheless.
