China is using unfair and possibly illegal practices. Their steelworks are selling steel for much less than it costs to make, and can only do so because the industry is heavily subsidised by the Chinese government.

The concept of 'fairness' is one which rarely troubles Chinese culture - as I have opined previously, it is a matter of simple economics.

Well Mikey what do you expect the government to do on with a private company? Take it over running it at a loss? To keep people in jobs? Constantly topping it up all the time spending bad money after bad money? That does not make a lot of sense really does it?
China is in contravention of the World Trade Organisation rules by subsidising the steel industry.

Because of this the UK, USA, EU and other countries could either ban imports of Chinese steel or slap very heavy duties on it. This would surely protect the jobs of steel workers in the UK, USA and elsewhere that manufactures steel.

in 1971, the Heath government did just that, nationalising Rolls Royce following financial difficulties - the company remained in public ownership until 1987.

The man who thought it was brilliant when Labour flooded the country with cheap labour, displacing hundreds of thousands of indigenous workers and destroying the income of millions. Talk about crocodile tears.
