Part of the apathy might be MP's secretly meeting up with Google to see how much they do or don't want to pay in the 'Sweetheart' payment?

The emphasis has been to capitulate to the large global merchants and their friends because they have the power to move business around globally, and threaten the country they presently trade in/from with losing out. Thus the other side of the coin in making inter nation trading so simple. Agree simplicity of movement of goods, finance, labour, and government power/control is lost. It needs governments the world over to stand up as one to them, and say that (elected) governments make the rules, it's not for merchants to manipulate them. Pay up or get out; someone else will be willing to take your place, eventually.
There is something very moronic about making money in the UK from UK customers yet paying tax to Ireland. Whoever agreed those rules needs making an example of. If one is trading and making a profit in one country, from that countries citizens, then that is the country one pays associated tax to. Basic common sense.
