My opinion is that the headline is clumsy and was always going to attract negative comment. I don't know how I would feel if I actually lived in Rochdale.
Regarding the necessity of issuing an apology, like many public apologies, they rarely have any point. I understand the sentiment behind the police comment regarding inflaming the situation and increasing tension but what is an apology going to achieve? The headline has been published and that cannot be undone and if the community are going to react then the horse will already have bolted.
