The problem is that one feeds the other - and which starts first?
Does the public become concerned, so the media reports, so the public is more aware, so the media reports more, and so the whole thing ratchets up?
Or does the media sow the seed, so the public becomes aware, and so on ...
But what is unfailingly true is, the media will always continue to up the ante on what ever it chooses to create its climates of fear about -
There is no point in a newspaper saying "OK, we told you about the migrant crisis, you know all about that, so nothing new to tell you this week or maybe even this month ... " - that does not sell papers.
But "Migrant crisis getting worse ... and worse ... and WORSE ..." does sell papers.
So where is the media's main interest? Actually telling people factually accurate news, or getting them to buy papers by making them think there is something new to a story they already have.

I would not dispute that for a second.
What I would opine is that there is no need for the media to take legitimate concern and whip it up into an international panic that this situation is slightly worse than an invasion from hostile aliens from another galaxy.
As I have pointed out, reporting is legitimate, scare-mongering is not.
