The problem is eye witnesses are notoriously unreliable. He may have been shouting in a foreign language but it may not have been anything religious. In other words may just be a nutter, either home grown or an immigrant. Like I say, too early to say at present.

I have been trying to find out about knife crime on British Rail and can only get this

which shows 500 sexual assaults a year - god the Brits are a randy lot - but knife crime seems to command less attention

Reports are saying one dead.
A couple of years ago I would be quite happy to go to Cologne or Düsseldorf and drink far too much beer than was good for me, well not any more.
I'm no shrinking violet but now I dare not drink too much as I feel that when in and around the said stations I need to have my wits about me.

Following OG's point I thought this might be Relevant -that is knife crime in the UK compared to knife crime in Germany and we might find No Difference or even more in England
the only thing I could find was the Sunday post article - 50 000 assaults of various kinds and quite a lot about sex - did you er read the article ?
and I think in conclusion OG has a point

it is not a crime wave but people's response to isolated reports of crime salaciously described and with a preconceived slant ....
