I think it's a considerable stretch to think that the model equates to loved ones lost at sea, and an even bigger stretch to miss the irony in the 'murder weapon' being a plastic spade.
Some people really do like to be offended don't they - except as usual, the professionally offended councillor purports to be speaking for others who, it seems, are not sufficiently upset to do it themselves.

You are right - there are people going around being offended all the time. If they, themselves, are not offended then they will be offended on behalf of others.....
I am a fat lady (the lady bit is debatable). One day a little girl wanted a book from the shelves of our bookshop. I got it down for her and she walked over to her mum. Her mum asked where she got the book and the young girl said that 'the fat lady' gave her it. Her mum over-reacted and started to chastise the child. I 'am' fat and pointing out the obvious was not (to me) offensive. It all gets terribly complicated.
