The 400 figure of people returning is an estimate. A guess. As is the figure of people who went off in the first place. There are no actual figures, so any conclusions based on 54 convictions, is therefore suspect. The Daily Telegraph is running a Strengthen Our Borders Campaign, so they are happy to pass off a story full of made up numbers, as fact, to fit in with their agenda.
Even if the figures are correct, whilst that's an unfortunate ratio is there any indication that practical measures to improve it exist and are presently unused ? Can't be easy to spot undesirables. If the authorities manage to catch those who start behaving badly once they've snuck back in, that's at least a second level of security.

UK citizens are free to leave the country and return without any checks. No records are kept of who leaves the country and who returns.
The only solution I can see is to require everyone to register when they leave the country and when they come back.
Are you prepared to give up your right to travel without having to be checked in and out of the UK? Just for a start it would be logistically impossible, imagine every single person leaving or returning to the UK having to be checked through passport control.

They went off to fight a war, which by all accounts, they are losing and suffering heavy casualties. So the fact that not as many are returning than left, is to be expected.

There seems to be an assumption that the Home Office/ Security Services are deliberately being negligent, and not doing their jobs. But why would they do that? Jusging from their response in the article, they are doing everything possible to seek out the returnees. What more can we ask?
