No, not the first, but a rare event netherless.
The article describes him as an "ex-Police Officer". I have, in the past, described him as a "pay-to-play-at-cops", that is to say one of many who, coming from a civilian background, pay a fee to become a deputy, with full police powers and, in this case, weaponry.

I know nothing of their state of training but, here, mistakes were made or he overstepped his authority.

If he had prior service (before retirement age) as a police officer then I should retract my previous statements.

Hypognosis....I think he used to be a serving Police Officer.

But my point is that people like him seem to be so rarely successfully prosecuted.

Four years for a man of his age, is very harsh, it was an accident and nothing more.

This is what sent him to prison... he was culpably negligent in mistaking his gun for a Taser and fatally shooting 44-year-old Eric Harris, who was unarmed and the target of an undercover gun-sale operation, on April 2, 2015.

the accident would be that he thought it was a tazer and er it was a loaded gun.

in the UK depending on the facts ( whether or not there was gross negligence or recklessness involved ) he would still be convicted of manslaughter.... and a naughty boy ! slap on the wrists may NOT be judge's sentence
