Why are they difficult to arrest? Because the French Police are usually incompetent or lazy or both.
Mickey, it's easy to get sucked into it especially when you are young. Your mates are in a crew, you go along and then it just goes from there. Copious amount of beer does not help either. There is also something of a buz in the middle of a big fight.

Umm, if you were not in a crew then it would be scary, but if you are then the pack mentality kicks in and you just go for it.
The Police need to sit hard on it. When they started going in and grabbing people on the terrace who were starting to kick off it soon began to stop. Outside of the ground no alcohol should be served and anyone drunk and in football colours should be arrested, if only for the duration of the match.
You would be surprised at the jobs some people have who you would class as hooligans. I am not so sure now but years ago it was quite organised by people who were clever and knew how to whip up people. I doubt it has changed much.
