He was being intentionally 'economical with the truth' in order to get the commons agreement to invade Iraq.

he was elected again after beginning the war, so I think that pretty much exonerates him in the absence of very clear evidence that he misled the country deliberately, and Chilcot despite spending years hunting for it didn't find any. He's cleared of sexing up documents.

The Iraq war was a bad policy that never looked likely to succeed (and in fact probably prevented the war in Afghanistan from succeeding). But if governments make mistakes and are then re=elected, all the enquiries in the world can't punish them.
