They have claimed the killer was responding to their call. But there is as yet no proof of that, and I am not just accepting terrorists propaganda as proof.
This,sadly,was the prediction about two days before the Nice atrocity made by the head of French DGIS( Equivalent to British MI5 security service). Obviously he had some knowledge that DAESH were going to change tactics somehow and was correct about 'lone commandos'.

I can see, as yet, there is no sign of ISIS planning and carrying out this atrocity. He might have been influenced by a misguided and twisted view of Islam but there is no evidence that it went any further than that.
As far as I see it, it was a lone-wolf attack. The so-called Islamic State would own up to the everything, given half the chance.
