There isn't any evidence to support that this was a racially motivated attack. In order for the Crown Prosecution Service to bring about a charge of 'racially motivated'.

Racially motivated attacks and religiously motivated attacks are attacks which are carried out because of a someone's racial or ethnic origin, or their religion or lack of religion.
If Bassey had been shouting racist statements when he made the attack, then it would be filed under 'racially motivated'.
As it is, we cannot say for certain that race was a key factor.

The explanation is clearly that his mind does work properly, that he will be a continuous menace to decent folk in society, and needs to be locked in the appropriate institution for the rest of his natural life for the sake of those who can interact properly with others in society. I don't see why most deny the obvious, and/or dispute it when I point it out yet again for yet another case.

The police and prosecutors have offered no evidence that this was a racially motivated attack. He was not charged with an hate crime.
Because victim and perpetrator are of a different race does not automatically mean that race was the primary reason for the attack.
The comparison with Lawrence is erroneous. The men involved in that attack were recorded saying they would kill every black ****, Pak*. In that case it was established that race WAS the motive. In this case, there has been no indication that it was.
