Maybe the usual level of crime is just being compressed into one small area
It's unlikely that the Carnival will be banned any time soon, because there have been terrible years (this one) with 450 arrests, and then relatively quiet ones like 2011.
What happens is that when it's a quiet year, people with an agenda will say "Oh, the police turned a blind eye", and when it's a violent one, people will say, "When will it be banned?"
doubtless 6 is too many, but I wouldn't bet that it's more than in any given crowd of a million or so people. At the very worst, it draws in all the violent criminals of London, thus leaving the rest of the streets of London crime-free for a weekend.
