The car isn't taxed ( tax was due 28th June 2016 ), it is MOTed though next MOT due 28th June 2017.

Looking at the video, to some extent it's his own fault. the front view clearly shows he pulled up and stopped just before a gap in the parked cars (on both sides of the road), forcing the woman to stop.
OK so she shouldn't have behaved that way, but had Mr Vine pulled into the gap and slowed down a bit, she could have passed him easily and there would have been no incident to report.
