Has regards the penalty, this reader's view about says it all.

I think it's mainly a case of the law supporting oversensitivity, and poor taste humour getting kicked. Most humour has a butt of the joke.
Pleading guilty doesn't mean you consider yourself as having done wrong. Merely that you either fell that you can't win against the authorities, or can't put up with the stress of fighting and wish to put it all behind you.

Thinking you are funny is not an offence, racially abusing someone is an offence.
It is perfectly clear that Mr Gascoigne was not fined for 'thinking he was being funny' - but for the criminal offence of racial abuse.
Even you cannot expect one notion to stretch to the other.
