There’s no real need to consider ways it might be reorganised. What would help would be for the Carnival to be discontinued – at least in its current location. Quite why it was ever allowed to develop the way it did is a puzzle. Roads are supposed to be for enabling travel from here to there. I’m sure there are plenty of places that would be more than willing...

"If you move it away, and put it inside, it ceases to be what it is - how would that solve anything."

It would certainly make life considerably more tolerable for the people who live there. The majority of people who attend don't live there and I think their needs and requirements should come a very distant second to those who do.
/// a load of white people///

I wonder how long I would remain a contributor if I wrote that slightly differently?
people living in Notting Hill and complaining about carnival are rather like people living at Heathrow and suddenly finding there are aircraft.

They were perhaps misled by the film of the same name, famous for filtering out people of the coloured persuasion. They should sue Hugh Grant.
I haven't seen any sign over the years of any great tactics to stop the criminal element of the carnival and I see no reason to believe that the current mayor will change things for the better either.

Just because the mayor handled a firework display well doesn't mean that it translates into a strategy that will provide any great relief for homeowners or businesses in the area.

The organisers bear a considerable onus and responsibility and so do the police whose planning in advance needs to be robust and logically sound. The reality is that further efforts need to be made on all fronts to combat the crime and anti-social behaviour that blights the event.
So the London Assembly Commisions a report to be undertaken by its own Police Committee.

The Report recommends that LA and the Police take over the Carnival. Now there is a surprise.

The Assembly should not be involved in putting on Carnivals, they should be provided services for the young and elderley. Council Tax should not be used for putting on this entertainment, and politicians should not be let anywhere near it. The event should be apolitical, and the Mayor should keep his butt out.

The London Assembly is Labour dominated, do you really want them in charge?
NHC has outgrown a street venue. Its a victim of its own success and should be displayed in an appropriate venue like 02 or Wembley stadium. Residents & motorists are entitled to claim their streets for their intrinsic purposes.
"Avon and Somerset Police reported 236 offences at last year’s [2015] Glastonbury, with around 175,000 attendees, while a police statement released yesterday (August 30) reported 454 arrests at Notting Hill Carnival, with up to two million Carnival-goers attending across the weekend." Twelve times as many folk in London but about double the arrests, perhaps Glastonbury needs looking at.

As you are so quick to say to others "your analogy does not hold water"

No one except yourself mentioned Hillsborough, so it's totally irrelevant to the subject in hand.
Does the carnival run 365 days a year?, is this what upsets all the local residents so much?
AOG,

aog, if you look at the wording of the link you gave, you'll see it says Hillsborough. So does the story linked to. (Did you read it?)
The comparison to Hillsborough in terms of a risk of mass casualties could have been made well before now!

“people living in Notting Hill and complaining about carnival are rather like people living at Heathrow and suddenly finding there are aircraft. “

Not if you lived there before it kicked off (as my friend did) and not if you lived there before it began attracting a million people.

If there was no Carnival today and somebody came along with a proposal to hold an event that would involve closing many streets in central London for three days and that they expected a million people to crown into the area permission would simply be denied. The Carnival has become unwieldy and unsuitable for the area in which it is held. The organisers should hire a suitable venue for their product and charge its audience a suitable sum to cover the cleaning and policing costs.

Crime is decreasing at Glastonbury, but increasing at the Notting Hill Festival along with stabbings and sex offences.

/// There were 54 arrests for drug related offences in 2015, compared to 125 back in 2010. Crime levels in general were also down, with 236 crimes in total reported to police at Glastonbury, compared to a total of 453 at the 2013 event. 168 of the reports related to theft, while there were 12 reports of violence. ///

That may well be but there is no mention that the 'old bill' could well be blamed.
AOG - //As you are so quick to say to others "your analogy does not hold water"

No one except yourself mentioned Hillsborough, so it's totally irrelevant to the subject in hand. //

If you rotate your eyes upwards to the OP, you will see the phrase 'Hillsborough Scale Tragedy' - and you might remember that, because it is the link you posted in the OP - which you also posted.

So before being so quick to have a pop - as you so often are - beware of being hoisted by your own petard - as you righteously are on this occasion.
divebuddy - //If and when they are, and they are convicted, this ludicrous comparison may have legs. //

As I advised AOG - please check out the link in the OP - I didn't make the comparison between the Carnival and Hillsborough - it was already there, so if you think it's ludicrous, you need to be having a pop at The Guardian.
Not sure why people are suddenly saying that the Mayor should be meddling with this?
We have just had 8 years of Boris and no one ever said Boris should take charge of the Notting Hill Carnival (god forbid), so I am not sure why anyone expects Khan to get involved.

He won't by the way. No politician is going to be the one that bans something that 1 million voters enjoy every year.
