Private funding does not make an organisation neutral, it makes them tied to their proprietors like the national newspapers, who are very biased.
Sky and Fox News are not exactly shining beacons of truth and fairness.
Yeh but they don't cost me a carrot by force. If I think rukk oft you liars, I can just say no ta. The BBC is a compulsory tax in the freedom of information age. Why are they afraid to do what it is that they preach. Namely to raise funds on a open market and level playing field?
A privately funded BBC will never happen because the politicians of all parties want the BBC to disseminate their twaddle. They can only do that if the Politicians are in charge of handing out the taxpayers money to the national broadcaster.

I've checked on the acronym and TIC stands for either Tongue-In-Cheek or Tourist Information Centre.
I suspect the former.
