Busta Rhymes is not making derogatory remarks about President Trump's skin colour.

His reference is not to the President's ethnicity, about which he does not have a choice, but about his habit of using sun tanning and make-up to give his skin an orange tinge - about which he does have a choice.

So derogatory comments about Mr Rhymes' skin colour would involve comments on his ethnicity, which would correctly be assumed to be racist.
