If you actually read it there is an explanation. The EU budget for the cohesion fund to develop the infrastructure of 'deprived regions' was agreed years before we even thought about a leaving referendum . That budget runs until 2020 and we are legally committed to paying our previously agreed contribution.
All this was known before we thought about leaving the EU, it is NOT New!
It is just as if you buy something on credit and then want to end the arrangement early, you have to pay what was agreed before you can get out of the arrangement.

We'll have paid most of it before we leave in 2019 so there will be only one year left out of the seven year contract. Fell over laughing when I read the amount will be determined by the EU's Court of Auditors. Would these be the ones that can't even get their own accounts signed off?

It's just more posturing and scaremongering to set the EU on an upper foot. TM also has done it back to them recently.

It will settle and yes there will be some things we have to fund such as the pensions of OUR MEP's and Eurocrats but overall I doubt much money will move either way.

By the way I drive a Vauxhall Zafira supplied by motability ( my wife is disabled) . The reason for the choice is not advertising but common sense, I needed a 7 seat car so we can transport the grandchildren and the Zafira was the only one available with no advance payment.
Perhaps I should have said I never buy anything because of an advert!
