New Child Benefit Rules

I have heard this on the Today Program ....can't find a link though.

Child Benefit for the 3rd child will be stopped. Not those already here, but any child born from today onwards.

In the past the rules were ludicrous. There is a moral argument to say that we have but the one life and it is harsh to never have the child you wanted due to poverty, so society might help out to allow you to fund the one. But there is no argument to help fund more after you have your one to love and raise. Society should only consider that if it feels in dire straits due to major underpopulation.
