I think he was just being honest and putting cards on the table. That said it might have been better to let the Press make it clear so parliament wasn't associated with it.

The bit about Gibraltar is 5:45 in.

It's very clumsy on the part of Howard. He wanted to show everybody how clever he was by linking "woman Prime Minister", "island" and "Spanish-speaking" but it's completely lame. He's made a bit of a prat of himself.

Hopefully nobody that matters takes him too seriously.

I think Ellipsis has it right, it was an attempt to sound tough and it fell seriously flat.

... at a time when the Tories were getting absolutely caned. Not a coincidence, if you ask me.
Ellipsis........Most Tory Leaders at that time were elected mainly because they weren't Michael Heseltine, not for any qualities that they provided themselves. But he is yesterdays man, and we can safely ignore him now.
