Kohl's downfall was entirely his own fault.
He lost the 1998 Federal elections and was replaced as Party leader by Schäuble.

Then there was the Party funding scandal that implicate both Kohl and Schäuble. She took over as party leader when Schäuble was forced to resign due to the donations scandle.

The great achievement of H.Kohl was that with Gorbachov (an equally great politician and man) he was able to oversee the divorce of the 17 million East Germans of the DDR from the Soviet Union which meant Gorbachov graciously accepting the relinquishing of the Warsaw pact in that area to NATO on the understanding that NATO would not advance further Eastwards, this was done by mutual trust and by wisely not allowing the British or French to have any say in the matter.

That understanding is now being torn up by the movement of NATO forces ever closer to the very borders of Russia.

Yep, Cold War II is being enacted on both sides. But NATO and the EU seem determined to forget the lessons of the past and repeat their same mistake.
