Other neighbouring Councils have offered to help but all these offers have either been ignored or rejected.

Another point is that once it gets past a certain point in the month the direct debit will still come out, working in the financial sector we had lots of people ring to cancel the product they were paying for, after this date if the money is in the account it WILL go out on the due date unless there is no money in the account, in which case they will try again within 48 hours.
the only way to stop it after the cut off point is to make sure you have no money in the account it comes from.
