I'm not sure. He's only been an MP for 7 years, and has in that time virtually never expressed an opinion that is his own. His whole career has just been either a mouthpiece for his investor mates, lobbyists, or occasionally his church.
Of course, that doesn't mean he isn't ambitious. But it does make me doubt that he has the political capital necessary to pull off a leadership bid. I think it's more likely that rumours about him standing are being floated by the pro-Remain/pro-Soft Brexit faction in the Conservative party. But that's just speculation on my part.
