Yes, teachers do have to be very careful about discussing politically sensitive subjects. I always avoid politics where I can. But I can't see a problem with discussing 9/11 though if it is part of the syllabus (not sure where it fits in though)- in fact the main problem is that many students have never heard of it as it happened before they were born

Children then need to be put straight on a few points and not allowed to harbour ill-judged feelings of oppression and resentment which could develop into wanting to fight for the cause.
There is of course much more to the whole story than planes flying into buildings and that should be up for debate too but on 9/11 there is no doubt who did what to whom.
