We can simply provide a sum of say £100m from other funds, and can then recoup it by making sure we underspend our foreign aid budget by an equivalent amount. I know there is our own law here that we must allocate 0.7% of GDP to FA but I don't that would be stumbling block here

I would have thought the money can be released from the fund but when it comes to accounting for it, it can't be said to be included in the 0.7% we spent on overseas aid this year.

If the international rules state it doesn't count as foreign aid if the aid goes somewhere wealthy then them's the rules. So money to nuclear powers isn't foreign aid. We aren't forced to stick to the rules though. We can provide less foreign aid and spend elsewhere if we've a mind to. But it may mean we fall short of offering the official foreign aid we said we'd provide.
I do rather think foreign aid should be scrapped and a humanitarian aid fund set up instead.
