The small appears to be blaming the black car but it’s the white car that attempts to overtake the van obviously without looking in the mirrors hitting the black car and causing the crash, whose fault was it?

Don't be too hard on folk Baldric, even the DM got it wrong ;) They said that the darker car and van went down the embankment. Idiot paper.

Undoubtedly the white car was at fault. I wonder how long ago she passed her test. I can imagine 2 females chatting away and then the driver just pulls over. Irrespective of the speed the darker car was travelling at she needs to pay more attention. I suspect she was too close to the van to see if the road in front was clear, let alone what her rear view was like. (I am assuming the road was not a dual carriageway.) I couldn't discern that she had employed her indicator.

I was impressed by the sangfroid of the camera car driver, not a sound passed his lips and he wasn't driving too fast. He braked gently enough so he had left a suitable gap from the white car.
