NK is already the world major supplier of conventional arms. They sell to anyone who can pay in $ . The $ are taken back to NK in diplomatic bags and are the source of the illicit income that lets the elite live a life of luxury while the ordinary people starve.

^ It's a genuine problem, North Korea will sell arms to literally anyone/any organisation that can pay cash in US$ .
They would have no qualms about selling to organisations like 'Islamic State'. In fact a sizable % of IS weaponry is from North Korea already.
Kim Jung Un is not as harmless as people would like to think.

But an oil embargo is not a lot of use in a country that has just 3% of it's roads paved , the rest are just grass tracks
