The decision has been made, one doesn't waste time, money and effort doing the right thing then trying to embarass one's nation, and making it an international laughing stock, by risking snatching defeat out of the jaws of victory. Project Fear failed at the time, it can not be allowed to keep plugging away hoping to ruin everything achieved. Smith's replacing seems an inevitable consequence of failing to toe the party line.

The Labour Party has a set of policies which it wants to present to the voters. So a Minister should follow the party line when he is working. If he starts spouting stuff that is his person view, and it is at odds with the party policy, then the voters are going to get confused.
Corbyn knows this more than most because he was often a critic of party policy which is why he was never given a Ministerial position and was kept marginalised. Just what he has done to Smith.
