"Should the Brexit referendum have allowed citizens of the rest of the EU to vote?" Not quite the same thing, jno. Not quite the same thing at all. The EU is not (yet) and independent sovereign nation and citizens from other EU nations should have no say over the affairs of another member state, even if it is associated with EU membership. But more than that,...

If every thing was that simple, aye it would be bliss
But aye I do know why, and aye again I do know why
It may be that there's no need for consent of devolved parliaments, but on the other hand I'm not sure this has been completely tested in court yet.

The last thing we need right now is another constitutional crisis -- it seems saner to try and work *with* Holyrood, rather than ignore it.

from the second link: "It will certainly be a constitutional first - but one that's pretty easily overcome by Westminster. The UK government have the authority to simply impose the Brexit legislation on Scotland. Even if that is politically problematic"
"Should the Brexit referendum have allowed citizens of the rest of the EU to vote?"

No; but there again the EU is not a single Nation State where one part is trying to secede. It's a club of individual member States whereby an unelected elite dictates to the members, and one of which has has enough and decided to cease membership of the club. Different scenario.
“…and she never made that promise you keep saying she made.”

Have a look at this, steg, published on July 25th 2016:

https://www.express.co.uk/news/uk/692562/Nicola-Sturgeon-s-welcome-note-to-600-refugees-now-settled-in-Scotland

“In September the First Minister pledged to do more to welcome those seeking shelter north of the border and declared she would open her own home.”

So agreed, not a “promise” as such, but a declaration which is much the same. Yvette Cooper made a similar pledge at about the same time and, as far as I know, neither has yet fulfilled their undertaking. Like many politicians, Ms Sturgeon talks a good talk. They hope that their fatuous platitudes will be quietly forgotten as they move on to the next thing. But some people remember what they say.
Quite right, NJ.

'Grammar schools will be abolished over my dead body' - Harold Wilson 1964.
Cue Antony Crossland, 1965: 'I will abolish every grammar school if it's the last effing thing I ever do'.
Here’s the full quote New Jude, as I said, she said she would be happy to, no promise no pledge

Sturgeon, asked whether she would be prepared to take a refugee into her house, said: “I’ve been overwhelmed myself with messages from people across Scotland saying they personally would be happy to give a home temporarily, or for a longer period of time, to somebody fleeing Syria. Yes, I would be absolutely happy to do that as part of a bigger, wider, organised approach.”

Well she was in a position to facilitate a "bigger, wider more organised approach" but I still don't recall her taking part in it. Please just accept that politicians (not just Ms Sturgeon) make pledges or committments which they hope nobody will remember, and this is one of them. She was quite happy commit to seeing refugees dispersed among communities who could probably not cope very well with them, so long as it didn't trouble her too much.
I think the “bigger wider” has to do with Westminster. ok the “organised approach” bit puts doubt on that, but she was talking about Scots and herself so bigger wider I presume means Westminster

// but I still don't recall her taking part in it//
it’s maybe not happened so she hasn’t, she can’t just walk down a street and force one to stay with her//

///Please just accept that politicians (not just Ms Sturgeon) make pledges or committments which they hope nobody will remember, and this is one of them. ///

This is NOT one of them as the bigger wider....... hasn’t happened yet. If I does happen and she doesn’t then you have a fair point

She’s a liar. How can I tell? Her lips move.
Oh dear David Small, that's what we say about Moaning Maisie!
On david, how funny, I've never heard that phrase before , clever man !!!
