It seems it is against the law there as arrests have been made. I can't recall the same crime ever happening here but clearly violent/sickening/barbaric crimes are a worldwide problem. You are right though in that we probably don't hear of every incident that occurs over there.

To even consider such an act indicates mental issues of an extreme nature, which their society is clearly not dealing with. It's a bit late arresting folk after the incident, these folk need to be identified and institutionalised before they are maiming others.
